Expansão APAC: Comissão de Advogados Criminalistas apresenta proposta à SEJUC
A Comissão de Advogados Criminalistas da OAB/RN, presidida por Gabriel Bulhões, esteve com secretário de Justiça e Cidadania, Cristiano Feitosa a fim de discutir possíveis saídas para a crise do sistema penitenciário. Na ocasião, foram apresentadas muitas dificuldades, principalmente da ordem de recurso humano, de modo que de todas as alternativas apresentadas somente será possível, à curto prazo, a implementação de unidades da Associação de Proteção e Assistência aos Condenados (APAC). Em Macau, a unidade é referência quando se fala em ressocialização de apenados, apresentando-se como alternativa de gestão prisional humanizada, com custos reduzidos para o Estado, e que pode reduzir os índices de reincidência.
Nesse sentido, a Comissão começou a intermediar convênio da APAC de Macau com o Governo do Estado, bem como a estudar um plano de ação para expandir o sistema em, pelo menos, cinco novas unidades distribuídas no RN.
As APACs possuem em seu quadro alguns poucos funcionários para a parte administrativa, porém operam com o maior número de voluntários, inclusive toda a direção. “O método possui rigor disciplinar e desenvolve no “recuperando” o senso de responsabilidade e de socialização. Trabalha-se no sentido de tratar com dignidade aquele ser humano que ali está, fazendo cumprir todos os preceitos da Lei de Execução Penal (LEP). Não se admite nenhuma flexibilização à LEP, nem para beneficiar, nem para prejudicar. A APAC de Macau, única do Estado, sobrevive em condições precárias desde 2009, apenas com a boa-vontade e dedicação de um grupo de voluntários, tendo sido recentemente agraciada com convênios com as prefeituras de Macau e região”, explica Gabriel Bulhões.
